Introduction

Recently, Azerbaijan along with being recognized as one of the main centers of multiculturalism, tolerance & intercultural dialogue in the world & region, has a successful Youth Policy Model with a clear mission, strategy & objectives & effective action & real results in every sphere. Azerbaijan is considered to be one of the reliable partners in international youth activity & integration, a country with strong tradition, experience & potential in the field of youth policy, active participation of young people by international & regional youth platforms.

As a result of this, the ancient Ganja city of Azerbaijan with historical and cultural values (the second largest city in the country) for the first time was awarded with the title of “European Youth Capital 2016” due to intense & determined struggle as the city of a country which is not the member to European Union (www.ganja2016.eu). Ganja city’s being awarded with the title of “European Youth Capital 2016” will include hundreds of international, regional & national meetings, events, projects, programs & actions related to young people during the current year in the city. These activities will be implemented by the Government of Azerbaijan, Ganja city Executive Authority, European Youth Forum, European Youth Foundation, international & national youth organization throughout 2016.

Regarding this, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev signed an order on the measures related to Ganja city’s being selected as “European Youth Capital 2016” on 24.02.2016 and a General Action Plan “Ganja European Youth Capital - 2016” by Ganja city Executive Authority & a specific Action Plan in this field was adopted by the Ministry of Youth and Sports of Azerbaijan Republic.

On May 03 – 05 of this year, grand opening ceremony of “Ganja European Youth Capital - 2016” was held with the participation of the Government of Azerbaijan, Ganja city Executive Authority, the European Youth Forum, other international & national organizations which was celebrated as the most important & memorable event in the history of European Youth Capitals.

International Youth Forum held in Ganja by Azerbaijan Democratic Student & Youth Organization (ADSAYO) with the financial support of Youth Foundation under the President of Azerbaijan Republic & with the support & partnership of the Ministry of Youth & Sport of Azerbaijan Republic, Ganja city Executive Authority, Ganja Youth & Sport General Directorate & “Ganja - European Youth Capital 2016” Public Union is the opportunities for discussing & sharing international convention & experience on youth activity, the selection of this city with great youth potential as “European Youth Capital – 2016” & strengthening youth policy with active participation of local young people.

Project description
The project International Youth Forum “Active Participation in Youth Policy” by ADSAYO involves various important events & activities for 5 days on July 04 – 09, 2016 with the participation of young people from European countries in Azerbaijan, Ganja city – “European Youth Capital 2016”.

The first activity includes holding meetings with governmental & non-governmental structures of foreign young leaders & heads of youth organizations (Ganja city Executive Authority, Ganja Youth & Sports General Directorate, “Ganja - European Youth Capital 2016” PU & other active youth organizations operating in the city), familiarity with the park – campus “Ganja - European Youth Capital 2016” & info–tour about Youth Policy Model of Azerbaijan with the successful, sustainable, practical application possibilities in youth arena of other countries. At the same time, opportunities will be created for foreign young leaders to become closely acquainted with historical & cultural places of Ganja, including “Goy – Gol” National Park.

As a next activity, it is planned to hold International Youth Forum “Active Participation in Youth Policy” under the slogan “Strong Youth – Strong Future!” & panel discussions (the names of panel topics are mentioned below) & presentations in accordance with the program with the participation of foreign & local youth leaders, international organizations, diplomatic corps, representatives of government agencies, MPs, representatives of media & NGOs in Ganja city which has been selected as “European Youth Capital 2016” (Ganja Youth House). These activities will cover July 05 – 08, 2016. On July 08, study visit of the participants of International Youth Forum to “Youth Capital – Azerbaijan 2016” Shamkir city will be organized during which meetings & discussions will be held with local young activities & they will get acquainted with Shamkir city & its infrastructure & opportunities in the field of youth.

The advantages of participation in the International Youth Forum

The organization of International Youth Forum in Azerbaijan, Ganja city – “European Youth Capital 2016” with a successful Youth Policy Model is the implementation of purposeful and sustainable activities promoting active participation of young people, the country's youth policy, work with young people and this experience being an example for other countries.
International Youth Forum & panel discussions will be developed as an open process based on the experience, exchange & practical opportunities. The participants & their activities in the panels are seen both as information & awareness means & specific initiatives for dialogue & cooperation in
order to increase discussion of international themes & conventions & partnership opportunities on youth policy of young leaders, active youth participation, international youth activity, volunteerism, leadership, employment, informal teaching methods in Youth Policy.

Ganja Declaration containing in the increase in the active participation of youth & expansion of international youth cooperation will be adopted on behalf of participants at the end of the International Forum.

The aim and purpose of the project

* Support for information & experience exchange & cooperation opportunities in the field of active participation in youth policy, informal teaching, volunteerism, leadership, employment, new social approaches between foreign and national youth;
* Increasing the support for international youth & lobbying in the promotion of Azerbaijani Youth Policy Model for foreign youth organizations & its transfer as a successful Platform within the Campaign “Ganja – European Youth Capital 2016”.

Panel topics of International Youth Forum
1. Active participation in decision-making and implementation stages on youth policy;

Location (city, country)
Familiarity, meetings, International Youth Forum, panel discussions, presentations & assessment in accordance with the project will be held in Ganja city – “European Youth Capital 2016” and a study visit will be organized in Shamkir city (“Youth Capital – Azerbaijan 2016”).

Working language of the project
English.Translation for other languages (Russian and Azerbaijani) will be provided.

Countries participating in the project
The heads (authorized persons) of youth organizations & young leaders in European countries can participate in this project and International Youth Forum.

Requirements and criteria for participants
Responsible & authorized persons at youth organizations or young leaders in their countries aged 18 – 30 years can apply. While considering the applications, those who have information about a successful & sustainable Model in the field of youth policy & youth activity in Azerbaijan, experience in youth policy, active participation concept, participation in international & regional youth platforms will be preferred.

Costs to be covered

100% food & accommodation costs of the participants will be borne by organizers during events and International Youth Forum (July 04 – 09, 2016) in Ganja city (including Shamkir city). 70% of round-trip air tickets will be paid by the organizer. And 30% of air tickets will be paid by the

participant. Air tickets will be bought by organizers & sent to each participant in an electronic form for the prevention of additional financial difficulties of the participants & at the same time, for their convenience. The participant should pay 30% of ticket cot upon arrival in Ganja. Visa obtaining procedure will be in a convenient & simplified manner for participants (for those required). So, each participant will be able to apply to the Embassy of Azerbaijan & easily obtain a visa. For this purpose, an official invitation letter will be sent to each selected participant & the Embassy of Azerbaijan by organizer. The citizens who don’t have the Embassy of Azerbaijan in their countries will get their visas in a convenient way for short time at Ganja International Airport. For this, official permits of State Migration Service will be sent to those persons for entering into the borders of Azerbaijan. These are provided for the convenience of participants. Visa cost will be paid by each participant and that amount will not be paid back by the organizer.

Participation fee
Participation fee in the International Youth Forum will be 30 EUR for each participant.
